The Role Definitions page is where you can define a custom user role, or edit existing roles for your SpreadsheetWEB site. You can access this page from Tools > Roles. You must have the Modify User Role Definitions right to be able to access this page.

All active, non-global user roles are displayed on the Role Definitions page. Here, you can add a new role by pressing the Add Role button. To edit an existing site-level role press the blue Edit button, and press the red Delete button to remove it.

The name defined under the Role Name property is not visible to the end users that do not have the access to the Users page. Select any number of access rights from this menu and press the Save button to create a new role or edit your changes to an existing one.
